GYM LEADERS
Most regions have captured the interest of the international Pokemon League. When the League takes interest in a region, they start putting up gyms in said region for trainers to challenge and earn gym badges. The goal of taking on the Pokemon League challenge is to travel all over, earn badges, and, ultimately, be crowned champion. This does not happen to everyone, but do not fret. If the Pokemon League takes special interest in certain trainers, then they will award them for at least getting past a majority, if not all, of the Elite Four. This award is the possibility of becoming a gym leader, becoming another obstacle for young trainers everywhere.
To become a gym leader, you must, once more, get through the Pokemon League. You do not have to defeat the champion, but you must defeat at least half of the Elite Four. Then, you are qualified to start apprenticing at one of the many gyms within that region. Yes, that region. If you won the league in the Kanto region, you qualify to start your apprenticeship at a Kanto gym, not a Johto Gym. After taking on the task of being an apprentice, there is a high possibility that you will become the next gym leader! However, you are not the only apprentice in the gym. Some gyms work differently. While one might have the gym leader appoint his or her successor before retiring, another might make the two apprentices compete over the title. In the end, whoever gets to succeed registers with the Pokemon League and a new apprentice fills that empty spot over time.
At a gym, there is one gym leader who must be at least twenty-five and two apprentices who must be at least eighteen. The Pokemon League made sure to put age minimums on gyms after having a few too young trainers slip into the system, so the age minimums are to keep gyms from being operated by ten year old trainers. Each gym specializes in a certain type, though some Pokemon they possess might surprise you until you see their moves in battle. Gym leaders start out with a full team of Pokemon; however, only about three of those Pokemon are actually used in battle for some gyms. Each gym has their own set of rule as to how many can be used in battle. Their levels are static, meaning that they do not level up. This is to keep the early on gyms from having Pokemon that are too strong for the trainers to battle. When it comes down to apprentices, they have three Pokemon on their team that correspond with the gym they are at.
Please note that the Pokemon League will be keeping their eyes on the gym leaders, their apprentices, and even the Elite Four. They are supposed to be role models to the public as well, so they should try to be on their best behavior while around the general public. ELITE FOUR
The ultimate goal of almost every Pokemon trainer is to take on the Elite Four and claim the title as Champion. Just because you have obtained eight badges does not mean you will easily breeze through the Pokemon League Tournament when it's that time of year. You have to both battle against other trainers and fight the Elite Four at random points within the tournament. These superior trainers in the League carry strong Pokemon that specialize in a type that is not specialized in the gyms of their region, and many trainers find themselves blown out of the tournament early in the game when the first Elite steps up to the field. Towards the end of the Tournament, only two trainers remain: the challenger and the Champion. If the challenger wins, then they take on the title of Champion and have to come back next year to defend their title. If they lose, then the current Champion keeps their title for another year.
The Elite Four start out with a full team of their specialized type. These Pokemon are strong, with static levels, and they are generally in their late fifties or early sixties level-wise. To become one of the Elite Four, you have to prove your worth by defeating all of the old Elite Four, becoming a gym leader, and then finally becoming an Elite Four member when an old one steps down. This is sometimes a lengthy process, so most of the Elite Four are in their thirties or older. The Champion, while under the same rules Pokemon-wise, can use any type of Pokemon they want. They are not bound to the specialization rule. Becoming the Champion is quicker than the other positions as all you really have to do is defeat the old Champion in the tournament. The Champion has to be ready to defend their title only when the tournament rolls around. Any battle before then will not end with their title being stripped away from them.

They are often called upon to help the public, though they often work more with the police force when needed. The Elite Four are also given a bit more leeway than the gym leaders, probably because the League puts too much trust into them. For each region, their Elite Four tends to sway towards one side at a time, be it Team Rocket, the Black Order, or even the 'good side'. Some Elite Four groups remain neutral until a time of need. While each region will have a side for their Elite Four as a whole, the Elite Four members are allowed to have their own character development and change sides later on.
